What Is God’s Purpose Of Government?
(Romans 13:1-7; Proverbs 22:28)

A. To understand America, you have to understand its values.  They are:

1. E Pluribus Unum

2. Liberty

3. In God We Trust

B. E Pluribus Unum means “Out of many, One”. One People From Many Backgrounds.


1. Government was God’s idea.

A. God’s desire for government was to keep their people organized and safe and to protect them from their enemies.

B. Romans 13:1-2  Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.  2 Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves.

2. He (she) who rebels against the authority is rebelling against what God has instituted, and those who do will bring judgment upon themselves. v.2

C. What is the purpose of government?

1. Romans 13:3-5  For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you.  4 For he is God’s servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God’s servant, an agent of wrath to bring punishment on the wrongdoer.  5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.

2. The purpose of government is to do good for the people, not just the leader.

a. The laws are to be constructed to help us live in order and safety.

b. The laws are to be constructed to help the weak have equality with the strong.

1. God wants you to practice righteousness and to show mercy to the oppressed.  (Daniel 4:27)

2. Psalm 82:3-4  Give justice to the weak and the fatherless; maintain the rights of the afflicted and the destitute. 4 Rescue the weak and the needy; deliver them from the hand of the wicked.

3. We are to pay taxes and be respectful to the government and governmental leaders for helping us.

Romans 13:6-7  This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing.  7 Give to everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor. (NIV)

D. We have freedom! We have the ability to vote! We have the ability to have a say in our system!



A. Proverbs 22:28  Do not move an ancient landmark set up by your forefathers. (NIV)

B. Our Forefathers established the Landmark of an Open and Public Dependence on and Gratitude toward God.

1. “It is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor.” (George Washington, October 3, 1789, 1st President of the US)

2. Psalm 33:12  Blessed is the nation whose God is the Lord, whose people He has chosen as His own. (TLB)

3. Isaiah 60:12  For the nation or kingdom that will not serve You will perish; it will be utterly ruined. (NIV)

C. Our Forefathers established the Landmark of Biblical Moral Principles.

1. Proverbs 14:34  Righteousness exalts a nation, but sin is a disgrace to any people. (NIV)

2. Jeremiah 12:17  “But if any nation does not listen to Me, I will completely uproot and destroy it,” declares the LORD. (NIV)
